NOE was born and raised in the inner city of Baltimore, MD. Named "Kinoe" by his father, which was taken from the name of a famous Chinese philosopher, NOE's philosophical nature became evident early in his young adult life. NOE's early adult years were engulfed in the violence and dilapidated neighborhoods that continue to blanket Baltimore City. Despite becoming one of Baltimore's most notorious former eastside gang members , an affiliation that eventually earned him a few short stints within Maryland's prison system, NOE chose to exercise and perfect his skills as a writer and poet, a "childhood hobby" that soon paid off.
